Samuel Benfield Steele was born at Purbrook, Medonte, County Simcoe, Ontario on 5 January 1848 to Captain Elmes Steele and Anne MacIan Macdonald. His father served under Nelson and other Admirals in the Napoleonic Wars, moving to Canada in 1832, with his first wife and family. After the death of his first wife, Captain Steele married Sam's mother, and they had six children, Sam being the eldest.

Correspondence sent to and from SBS, including copies of a narrative he wrote outlining his personal “appointment to the command of the 2nd Canadian Division to present date”, referring to Sir George Perley’s appointment of a replacement for his position in England; and letters, often marked ‘confidential’, sent to General John Walter Carson and other individuals discussing his personal situation, the injustice he feels, and his wish to remain in England until the end of the war.
