Human Rights Institute of Canada fonds
The Human Rights Institute of Canada fonds contains the records of the Human Rights Institute of Canada and its founder and president, Marguerite Ritchie. The Human Rights Institute of Canada is an independent, not for profit, non-partisan research group which conducts and promotes research into issues that impede equality for Canadians, as per the United Nations’ Universal Declaration of Human Rights, with a specific focus on women’s equality. This Institute was founded by Ottawa based lawyer, Marguerite Ritchie, a former lawyer for the Department of Justice and Vice-Chair of the Anti-Dumping Tribunal. The fundamental premise of the Institute was to provide expert legal research to the Canadian people in the same way that the Department of Justice gives legal advice to the Government of Canada. As founder and President, Marguerite Ritchie set the tone for the Institute and this fonds also contains her papers from before she founded the Human Rights Institute of Canada.
The materials in this fonds date from 1934 to 2013. Materials from the Human Rights Institute of Canada are from 1973 to 2013, while legal research materials date back to the 1700s. The fonds pertains predominately to Canada, with some research on the United States of America (USA), Europe, the Soviet Union (USSR), the Middle East, and Africa. With the exception of United Nations conferences and research on Israel, most of the research on other nations and regions is for a point of comparison for rights, equality, and politics.
The fonds contains three types of materials: those of Marguerite Ritchie from her personal life and career before she founded the Human Rights Institute of Canada, those relating to the functioning of the institute, such as administrative records, and those relating to the work of the Institute produced mainly by President Marguerite Ritchie. Documents from the work of the Human Rights Institute of Canada is the largest portion of the fonds. Materials produced by the Institute were generated mostly by the projects it was involved with, including tracking issues over the course of years and its efforts to publicise its research in the media and the government. This fonds does not contain working papers of volunteers. Function based Institute records document the Human Rights Institute of Canada’s founding, its procedures, funding, support, and organisation. Materials of founder Marguerite Ritchie contain research from her work at the Department of Justice and the Anti-Dumping Tribunal, Anti-Dumping Tribunal procedures, her personal experiences facing sexism and gender discrimination while working for the federal government. It also includes her personal research on women’s issues which she began while working for the Department of Justice and which became a life-long passion.
The Human Rights Institute of Canada addresses issues of women’s equality, human rights, the United Nations and international law, Canadian laws and equality, the functioning of government, equality in the justice system, the relationship between the federal governments and the provinces, and funding and support for the Institute. Major projects the Institute worked on to address these issues include Persons Case II, Senate reform, the Meech Lake Accord and Charlottetown Accord, status equality for aboriginal women, the Expropriation of Nanoose Bay, the Royal Commission on Aboriginal Peoples and the high arctic relocations, the Royal Commission on the Status of Women and following the development of the status of women, Quebec separatism, and the Official Languages Act and bilingualism. The most common document types are newspaper clippings, memorandum, correspondence, press releases, reports, legislation, House of Commons and Senate debates, committee minutes and proceedings from Parliament, promotional materials, and government publications. Newspaper clippings are mostly annotated with citations and marginalia. The fonds also contains a significant number of Dialogue magazines; Marguerite Ritchie was a long time contributor to this magazine, which publishes reader contributed articles on political and social issues from a variety of perspectives.

Fonds consist of David McKnight’s Canadian Little Magazine and Small Press archive, reflecting his interest in documenting the history of this genre of Canadian publishing, and include the pioneering work in the field done by Wynne Francis whose research files form part of the fonds. Through both of their collecting, the David McKnight fonds consists of materials which cover the history of Canadian small press publishing from 1923-2010.
The designation of the series was arrived at after considering the ordering of the material as it was received at Bruce Peel Special Collections. It was clear that there was an original ordering of the files, often according to an alphabetical or chronological scheme, and the files had titles. David McKnight separated his files broadly into those associated with his mentor and advisor, Wynne Francis, and his own research/collection files, and as much as possible, this structure is maintained. Series titles were arrived at after considering the collection in its entirety, and the apparent order implied by McKnight’s file listings and comments. The material was received in two shipments, but was intended as one donation, so some assignment of series and file titles, combining the material in the two shipments, was necessary. The records are almost all textual, although there are three microfilm reels, two cassette tapes, and two photographs.
Taking into consideration both the information provided by David McKnight in a letter to the Head of Bruce Peel Special Collections, and the contents of the records received, six series and several sub-series were established to better facilitate access to the collection.

PE001559 - Photographs: [Alberta scenes]
Part of Prairie Ephemera Collection
The creator of the album is not explicitly identified, but visual evidence suggests he may have been Lorne Muir. Two images identified as "Lorne Muir" or "L. Muir" appear to match photographs containing the captions "self" or "myself." From 1911 into the 1950s, Edmonton Henderson's directories contain entries for a Lorne Muir, first as a resident of the Mortlake Block and subsequently of other local addresses. He began work as a clerk at Revillon Bros., eventually becoming manager of its hardware department. He later worked at Ashdown's Hardware. The album contains photographs of Revillon buildings as well as the interior of an apartment accompanied by the caption "Rooms, Mortlake Block."
The album consists largely of photographs of individuals - presumably friends, family, and colleagues - in a variety of settings ranging from mountain and ranch scenes to residential and commercial venues. The subjects are often identified by first name and, in many cases, more fully. Although there are a number of British Columbia locales represented, the bulk of the images appear to have been taken in Alberta. There are several photographs and postcards of the Edmonton flood of 1915. The postcards include images of the 1899 flood and prospective miners heading north to the Klondike gold rush.
Part of Prairie Ephemera Collection
Although several captions list the individual pictured as "self" or "myself," the creator of the album does not appear to be explicitly identified. Nonetheless, several pieces of ephemera in the album - including passes and a voucher for a railway ticket - refer to a S.W. Kerley. One item carrying Mr. Kerley's name is accompanied by the caption "My last ration book in Blighty." Internal references suggest that the soldier served with the 31st Battalion, Alberta Regiment, and a S.W. Kerley is included in the nominal roll. For more information on the Regiment, please see its entry in the Canadian Great War Project Web site (available online at http://www.canadiangreatwarproject.com/Regimental/31stBattalion.asp [accessed on 10 December 2018]).
The album documents the experiences of an Alberta soldier during World War I from recruitment to his return from Europe. The majority of photographs capture Mr. Kerley and his fellow soldiers in a variety of settings from training in Alberta to the battlefields of Europe. The album contains portraits of soldiers taken in Calgary, Medicine Hat, Edmonton, Bramshott, England, as well as in Germany and Belgium. Many of the soldiers are identified at least by surname and, in some cases, more fully. There are also images of major Canadian battlefields such as Arras-Cambrai Road, Ypres, Passchendaele, and Vimy Ridge.
The 31st Battalion did not return to Canada until May of 1919, remaining in Germany to serve as part of the occupying forces. The album also documents this phase of the war, containing four photographs dated January 1919 with the accompanying captions "Outpost duty in Germany." Several pieces of ephemera also appear to be from Mr. Kerley's service during the occupation. These include the address of a German family, laundry lists, and a theatre programme from Namur, Belgium, dated 4 March 1919.
As with the photographs and postcards, the printed ephemera document many aspects of Mr. Kerley's military service. The album contains materials from the ship voyages to and from Europe, including menus, a concert programme, and a card listing berth and mess information. There is also a card from the Canadian Pacific Railway for soldiers travelling in Canada following repatriation.
Mr. Kerley also collected a number of miscellaneous souvenirs from his time in Europe, including currency and an identity card used by French and Belgian workers during the German occupation. Documents specifically related to his military service - such as a menu from a 1917 Christmas dinner, a programme from the Canadian Corps Championship (a multi-sport athletic competition held on 1 July 1918), and German and Canadian field-letter cards - are also present.
In a few cases, captions indicate the provenance of individual items, some of which appear to have been taken as souvenirs of combat. Several photographs are listed as having been found on battlefields. For example, three photographs are accompanied by these captions:
• “German N.C.O.’s found on an N.C.O. during the Amiens Drive, Aug.-1918”
• “’A German Fraulein’ found on a Hun soldier found at Neuville Vitasse”
• “Found this photo laying beside this soldier’s body after our capture of Rosiers on the Somme – 1918 Aug.”

PE001678 - Letter describing a North West Police mutiny
Part of Prairie Ephemera Collection
Letter from Rev. Andrew Baird in Edmonton addressed to a Miss P.L. Cook of Toronto. Describes a mutiny that took place among the North West Police over promotions. Thanks her affectionately for a photograph she sent. Autograph letter signed.
Transcription:
My Dear Miss Cook,
I began a note acknowledging yours of last week before the last mail left but I did not get time to finish it before the mail closed and know although I have left it off till the last day before the mail goes out again, I cannot deny myself Mrs. Johanson [?] of writing a few words before your next letter comes.
I do not know why you think your photograph had a depressing effect on me. Was it because I spoke of home sickness in the last letter? Now I must tell you that home sickness, in this mild form in when it attacks me is not this morbid and dispiriting thing you suspect, but a tender and refining influence which I welcome rather than otherwise, because it shows me that the wild west with its cowboys and its broncos and and its gaudy spectators has not hardened me beyond this humanizing grown of our affection that I sometimes find myself looking upon as old fashioned. Your inscriptions banish it -- from a wrong diagnosis of the case. On the mantelpiece it is --. It is to be my inspiration.
Edmonton is all excitement over a mutiny in the Mounted Police force which has been going on for the last four or five days. Six new men were promoted to corporals over the heads of men of longer experience and the men rebelled. The commanding officer Major Griesbach is a man of small caliber and form in at first and then the men made other demands. Matters went on from bad to worse till today when by a man, the malcontents were divided and and 18 arrests were made. The town had to be ransacked for chains to make the shackles for them. 12 men were interviewed, the Major confessed that they were equally with those arrested and asked to be imprisoned too!!
The weather is beautiful. Every day for the past week has been warm and sunshiny a decided change from January.
Yours willfully,
Andrew Baird

PE000373 - Cityscape Photograph - Edmonton Civic Centre Development Project
Part of Prairie Ephemera Collection
B&W print, wide-angle photograph of cityscape.
Part of a collection of materials related to the planned Edmonton Civic Centre in the 1960s. In the early 1960s, Webb & Knapp, a large land development company, entered into an agreement with the City of Edmonton to develop a proposal for a new downtown civic centre. The agreement contained provisions such that Webb & Knapp would fund the cost of the proposal, and if the proposal were to be approved, Webb & Knapp would receive considerable land rights in the development area as compensation. However, were the proposal to be rejected, the proposal itself was to become property of the City of Edmonton. The proposal by Webb & Knapp was ultimately rejected, but not until after the City of Edmonton Planning Commission developed its own proposal that, Webb & Knapp argued, made significant use of the original proposal. Webb & Knapp sued the City of Edmonton, ultimately winning a decision on breach of copyright in 1970.
Collection includes memorandum of agreement between the City of Edmonton and slated developers Webb & Knapp, architectural plans from Webb & Knapp as well as the City of Edmonton, cityscape photographs, and an artist’s concept rendering. PE000368 (F-8-0-0-5) to PE000375 (F-8-0-0-12).
